That looks like the steering wheel on a Linley and they only made 6 of them. You could get a standard one with the wood and leather and dye the leather and paint the wooden bits piano black.....

 

You would also need to put a stainless steel band around the circumference on the wheel and then insert 12 stainless steel rivet type inserts into the wheel itself.

 

Even standard wood steering wheels sell for 200US so that one is going to be a small fortune if you could even find one for sale. Very nice though.

 

Not impossible to replicate fairly closely with maybe the exception of the rim but rivets and piano black is doable but laborious.

 

I cannot see the pic too clearly.i cannot see the stainless. But as the wood is piano black , how about a contrasting faux mother of pearl finish .
Clean and spray wheel black , apply a faux mother of pearl band and dots then 2k clear ....
Bugger for fingerprints piano black .always looks dirty . Or lovely clean but can't touch it .

 

You could always drive with gloves on thus preventing fingerprints and preventing dirt.
I've done a bit of piano blacking and the repeated clear-coating and flatting is a right blooming chore on top of the having a perfect black coat to start with.
