Does anyone know if the 2023 4.4L V8 has Start/Stop system, and if so can it be permanently disabled?

Yes it has it, no it cannot be permanently disabled. From the 2022 owner's manual;
DEACTIVATING AUTO STOP/START
Touch the vehicle controls icon on the touchscreen driver side bar.
The auto stop/start system automatically reactivates the next time the vehicle's ignition is switched on.
DEACTIVATING AUTO STOP/START
Touch the vehicle controls icon on the touchscreen driver side bar.
- Select DRIVE.
- Touch the Engine Stop/Start soft key.
The auto stop/start system automatically reactivates the next time the vehicle's ignition is switched on.
