Me, I'm in texas. They LOVE to pull you over for no plate. I figure it's an excuse for fishing. I refuse to drill holes in my toy car bumpers and have been pulled over a number of times. No tickets, but pulled over. Figure they may have been looking to see what else they could find. Usually not doing anything illegal but don't need the hassle.
We have been driving two cars for more than four years with no front plates with no issues. Also in Austin but we driver around quite a bit in Houston and SA as well.
 
I'm running without it also even though Washington state requires it. Haven't had any problems yuet. Dealer doesn't like installing the front plate but also make you sign a statement acknowledging it is required.
Anyway...
3M make a double sided tape that would probably work. VHB tape which you can find on Amazon and probably at Home Depot. A lot of the air conditioners you see on top of RV's going down the road are stuck on with VHB tape....IE no screws, bolts et cetera so it should be able to hold a plate in place.
 
That was probably me who posted about it. Have had for two years, works well. Two screws underneath and there is a quick pin to pull to remove the front plate. Slide plate and pin it back in and now you have your front plate. Nothing is visible when removed unless you look under and see the small bracket. No holes In front of vehicle for the next owner.
