My buddies got a 93 classic LWB and starts to sway back and forth at55 to 60 is this normal? Also decals from Range Rover that say on the fuse box, visor that says its not a vehicle to be on the regular road and that its a off road vehicle is this normal?

Are you sure it says 'regular' road and not 'rolling' road?

The swaying is indicative of worn suspension bushings. The fuse box is talking about a rolling road, or the British term for a dyno meter.
