I have had 6 range rovers and they all seem to have had the same rust issue in the right rear compartment that houses the electronics and navigation DVD.

What is the cause of this? Is it a seem, weld, plugged sunroof drain?

does anyone make a replacement panel for these? If not they should, they would be rich!

Are these panels rusting from the inside or from underneath? Exterior rust would be a regional thing, not a design flaw. Road clearing chemicals and heat are a poor combination. The electronics generate constant heat when you add in winter conditions the corrosion rate is much faster. If it is interior you would have to locate any source of moisture. However as we have no clue what 6 RRs you have had we really can not extrapolate much from this. Each model and generation has different build properties, components and issues. One generation had a water shield TSB for the electronic because of developing leaks and condensation issues.
