I picked up a 2002 4.6 last week that I just got running, and there’s this piece behind the crank pulley that spins, wobbles, and makes a little noise. It doesn’t seem to be attached to anything, I can jiggle it around with a screw driver when the truck isn’t running. What is it? I have to do the water pump next, so I’d like to address it at the same time.

It's a mud/dust/debris shield that should help stop things getting in contact with the front crank seal, which is there behind the crank pulley.

It should be attached to the back of the crank pulley though, rather than just flapping around!

Do you happen to know how it’s attached? Or is it pretty self explanatory when I get in there?

press fit, if it has fallen off, I would use a little red locktite upon reinstall so it does not come off again. blue lock tite on the bolt threads.
