Looked at p38 2001 4.6 last night, all was ok until I looked at the expansion tank and noticed water sort of flowing into the bottom of it through a small tube. It wasn't bubbling more of water just being circulated. Is that normal for these systems?

Yes, the water circulates through the expansion bottle as well as the engine and rads, it's where it takes its water from, the small hose on top of rad is what circulates it

Normal. That small hose is the line that flows from inlet manifold through your throttle body heater, to the expansion tank
