Buying new Range Rover - Is it best to buy Warranty from Dealership? What's an average Price to expect to pay for 13 miles. Are there any other warranties on the market that are comparable? I would appreciate any feedback.

Right well I'm probably one of the best suited to answer your question, I used to work for a US Landy dealer. If your car is new and has only 13 miles on it, the vehicle is covered by a 40000 mile bumper to bumper warranty from the date it was first purchased. If possibly you are buying it used try to buy a certified pre owned vehicle as it will come with a bumper to bumper warranty that extends to 100000 miles. And will be included in the price of the vehicle. I do not recommend aftermarket warranties as they always try and pay as little money out as possible and will make your life a nightmare trying to get big repairs covered.
