Absolutely nothing. :lol:

If the OP were reporting high idle and lag in shifting throughout the gears then a hanging throttle cable might be a possibility. In addition there are no "linkages" on P38s or "proper tension" for the cables. The only adjustment is in the throttle cable. You make sure the lever is against the throttle stop and remove any slack in the cable. Nothing more, nothing less and certainly no "proper tension".

A poorly adjusted cruise cable also will not cause delayed shift in only one gear. Further it would have to be WAY out of adjustment to cause high idle due to the design of the bellows and slack.
