I just got my first RR Sport and love it! However, I notice there is no alarm when I have the tailgate up and put the car in D or R. I've driven off a few times with it up!! Ridiculously unsafe. Anyway, any insight on how to activate this?

Well it would help to help you if we knew a location for market differences and year and model of your sport.

Changes are the microswitch in the latch has failed in the closed position so your Rover has no idea the hatch is open.

Yea, go to the dealer and have the latch replaced. That's what warranties are for.
