Need some help with my 2001 North American P38

It will not start

Battery is healthy 1.5 years old and readying 12.4 volts at the battery

I checked the starter fuze and relays and they are OK

The starter is getting about 12.2 volts

I had a friend turn the key while I was under the car and the small wire that goes to the starter solenoid is not getting any reading. I took the wire off the connection and had the multi-meter probe directly into the wire connection and with ground on the other lead and still nothing.

There is no different messages from the dash instrument gauge. All seems normal just no electricity getting to the starter.

Thanks in advance.

Update.....

I just got the Rover running.

I just put the BECM into "Engine Disable" mode by accident.

After I put in the EKA code the engine started right up.

I am guessing the sequence of the code going from the BECM to the engine computer was not working and therefore the solenoid would not get any power.

Any ideas why this may have happened?
