I don’t believe so, but have essentially created this by taking an old android phone and connecting to power so always charged. Then with a freedom pop SIM you get free service and can ping for the location of the phone anytime as long as it is within normal cell service area. This costs nothing as long as you don’t go over the 700MB you get free per month which is next to impossible if just using the service to locate the device.
