So I noticed my seat belt is fraying right where it crosses my chest on the driver's side. It's the edge section about 1/8" in and about 4 inches along. Don't know if it's from a zipper or something else.

The dealer says this is normal and won't replace it under warranty. I have my '06 RRS in for a final bit of service under warranty.

Is this a full-out safety concern??

Seat belts are woven in such a way as to prevent a fray from shearing the fabric automatically with stress (like an accident), but nonetheless, the strength of the belt has been compromised. For peace of mind, I would replace it:
