Trying to get emissions done and I've been thwarted by the coveted P1412.

It only throws that code from a cold start in the morning. This of course kills my drive cycle for emissions.

I use an ultra gauge and once the code is cleared, no codes and no pending codes appear no matter how much or little I drive, and SAI will complete its cycle as "ready" without a problem...until I start from cold in the morning.

Any ideas what gremlin to chase first based on these symptoms?

verify your air pump is operating, all hoses are connected and in good working order, the spagetty vacuum lines and reservoir is holding vacuum, that the electronic vacuum solenoid opens and closes on demand and last but not least that the sai valves on the manifolds seal as needed.
the shop manual gives the procedure, but pretty much what you need in the way of diagnosis tool is a vacuum pump and a power probe.
replace what is defective, perform drive cycle and you're done.
