Rear AC Heater Panel PEELING.. How do I remove it to respray

My rear AC panel with Rear Heated Seats & Cig. Lighter (Gray Metalic) is bubling and peeling. I want to just respray it with matching color.
How do I remove it ..?
Dont want to break any clips or plastic...Need help please .

It is not an easy task. You have to remove the top bin first then the panel comes off. There is a bolt that runs all the way through the top cover. The RAVE instructions aren't the best but it is the only thing I used.

I just cant believe such quality vehicle will have such cheeeesy cosmetic parts issues.
