Hello!
I have a Range Rover P38 v8, 1998 with ETC
Problem with brake:
When i turn on engine, brake pump working 40-50 sec. Then 10-15 stopped, then 10-15 sec. working. And I don't touch braking pedal.

When I touch braking pedal, pump working always.

I buy and install new accumulator, but not have any effects.

Whats wrong with my brake?

Have you done any other brake work that would require bleeding of the system? Air in the system would give the symptoms you describe... or the new accumulator you received is faulty.

Pump running on and off without the brakes being touched is a symptom of an internal leak in the brake modulator. Often caused by rust where old brake fluid that has absorbed water has been left in there. A full flush with new DOT 4 fluid might cure it, otherwise you'll need to strip and rebuild the modulator.

You can easily check for an internal leak. Disconnect and plug the hose from the reservoir to the pump. Rig up a temporary reservoir to feed the pump and switch on the ignition. If the pump running fills the original reservoir, then you have an internal leak.
