My 1999 Range Rover 4.0 SE suddenly started losing power and sputtering and soon there after stalled out. An under hood check revealed contact relay RL-19 buzzing loudly. Swapping another R6K7 resulted in the same buzzing outcome. It’s my first Land Rover, bought it with 205,500 miles it’s at 222,250 miles now and has been running strong. I am not a mechanic, And would appreciate any insight into how I can personally fix it.

Hi There
1 try another relay (they are famous for trouble)
2 attack the fusebox (literaly : moving pushig slapping) they are famous dor trouble too
4 connect through the relay wirh electric wire
5 if that does not work ; search for a earth problem..
6 check connections on motormanagement (push/pull)
5 if no succes: let read out the system...

RL 19 is the main engine control relay so a probem there will cause it to not run. Buzzing means it is releasing as soon as there is a load in it. Most likley problem is the fusebox itself. 15-20 years seems to be about the life of these and they aren't that expensive. Bear in mind that a secondhand one may well be no better than you have and there are at least 3 different variants that aren't interchangeable so you must get the one that matches your VIN.
