As someone who has had a car impounded and held I would second the advice of contacting the police before proceeding. It's not fun having a car sitting behind a fence that you can't drive. At least if the police blow you off you have the clear mind that you were up front with them.
As far as the electrical and mechanics of the rig simply download RAVE from the internet. Most anything you could need will be in there to help you along with the search button here.
