Given the state of the RRS at point of sale I’d also be questioning the dealers inspection process. Sounds like an obvious problem and I’d wonder what the dealer evaluated prior to putting it on their lot.

Shocks are pretty easy to diagnose leaning on the corners and bouncing. The Rover shouldn't dip more than an inch and a half for a 200lb man. Sounds almost like your sway bars or at least one of them is disconnected. Whenever I'd disconnect mine on my 03' Wranger for off-roading for wheel/axle articulation... and if I'd forget to reconnect the front sway bar and get back on the pavement... it was some scary s#it and floated like a Master Craft fishing boat. . That or your bushings are shot out I'm thinking!
