I have a 2009 L322 Range Rover HSE 4.4, and I can’t figure out why my car cannot be set to lock the fuel filler flap. Apparently this is some thing that is North America only that range rover disabled for cars being shipped to the US but I figured that I could override this limitation using the gap ID tool. I was wrong and even though the actuator triggers with a key fob to unlock it does nothing when I try to lock the car using the key fob.
My question is aimed at people who are in the US who have these cars. Does your car fuel filler flap lock?
I purchased a replacement and after connecting it it still does the same thing so that leads me to believe somehow the cards that were sent to the US were disabled from being able to lock. I don’t understand why they would even bother installing an actuator in the new cars if they didn’t intend for them to work

Mine locks. 2012. It’s not “turned off”.

Mine locks with the FOB. I hardly ever just lock it with the key so I've never checked if it locks then. 06 HSE

I have a 2008 - it locks the fuel filler flap (its tied to the driver door). There is a little plastic pin that pops out upper right looking at the fuel area that locks it. Not exactly vandal poof - but it can be broken, or the mechanism to lock it is broken

Thank you for replying. When you say it’s tied to the drivers door what do you mean I thought it was tied to the key fob when you press the lock button shouldn’t it lock? I’ve bought a replacement actuator and when I press the lock button on my key fob it does nothing when I double press the unlock it energizes and clicks. I’ve searched through the gap tool and I don’t see any settings I’ve even tried changing my country code using the gap tool and it does nothing I’m completely baffled about why it doesn’t work

Yes one press on the lock button locks my fuel door. Can you push the little black peg that sticks out of the back edge of the fuel door opening just inside the quarter panel skin? Maybe it's just stuck where it passes thru the little bushing from inside to outside. Theres also a manual release cord that pulls the fuel door lock back, maybe its pulled out and keeping the peg from moving to lock the door.

It’s not stuck. I removed the actuator and inspected it. When connected it pulls open no problem but does nothing when I hit the lock button in the key fob. I found another actuator and tried it and it does the same thing.

I’m not surprised as that’s a different generation. I’m yet to find someone with a 2006-2009 L322 whose fuel flap locks. I hope it’s not the case.

I have an 08 L322, the gas door locks and unlocks with fob.

I had my local rover shop disable single point entry (only unlocks the driver door on the first unlock button press). They said they had a hard time programming it. They would change the locking setting but it wouldn't take. Finally, they had to delete all the fobs, and then recommission them. This setting may be beyond your GAP tool's capability.

I have a 06 Westminster 4.2 SC and I have had no issues with the fuel door locking with the fob. One of a few systems on My Beast that HASN’T been problematic.

Resurrecting an old thread. I’m having exactly the same problem as the OP. i noticed my fuel door wasn’t locking. I removed the actuator and noted that it will retract when I double press the unlock button however it will not extend when pressing the lock button. I then bought a replacement unit and it does exactly the same thing. This is a US vehicle, MY 2008. Anyone have any suggestions? Is this a coding issue?

Not sure I want mine to lock.

If thieves want the fuel bad enough, they will pry open the fuel filler door with a screwdriver or crowbar breaking it open. Or worse, drill into the fuel tank or cut a line.

A lot cheaper to replace just the stolen gas than to replace body parts or fuel tank.
