Looked around couldn't find anything about this issue.
1999 range rover 4.6 hse.
I keep getting a false fuse blown #12 #13 #14 #15 in a row. Yet when checked there fine.
When I get this false reading my lights out side go dim (head lights, park lights, and so on) and the lights under my dash come on. (Foot area)
When this happens there seems to be no one thing that causes it. As it has happened while driving, while sitting at a red light, while parked not moving, even at start up. May go weeks with out doing it then it may only go a few miles.
Shutting the vehicle down for a few moments seems to reset everything.

Solved.
Lose wire bottom of fuse box under hood.
90 amp fuse Was not making good connection to the wire connection in the box corrected this by closing the gap a bit and hot glueing the wire in in place in the box. (Clip that holds the wire in place was worn down and let the wire move up and down).
Closing the gap on the end of the wire (the part the fuse slides in to) made sure of correct connection and a good grip to help keep the wire in place.

How I found the issue...
Popped the hood looking for a posable short in the headlight area found nothing. Removed the top cover of the fuse box with the truck running and lights on. As I was removing the cover the right headlight came back on.
Started moving fuses around and found that just touching the front 90 amp fuse would make the light go off and on. Pulled fuse seen it wasn't making good connection and corrected it.
Haven't had the issue since.
