Assuming that the car has good power initially, I doubt it would the cam. A worn cam would cause performance issues from startup since this is mechanical wear not affected by heating up of the engine.
I would agree the issue sound like a carb issue. As the engine warms up the mixture changes which affects the running.
You said you rebuild the carbs, did you sent them away or taken them apart and changed gaskets etc. Can you get some second hand ones to change out?
