yes the shoulder is pitted thus you will always have a leaking wheel seal.
I would agree you will not get a proper seal on that surface.

The shoulder is actually call the land. On earlier Land Rover models the land was replaceable, you would cut is carefully and split it with a chisel, then you drive home a new land, I refurbished plenty Series axles this way. I believe the newer stubs require replacement (or redressing) as a whole.
