I have seen new or like-new steering wheels for LR3/RRS selling on eBay for 200 bucks or less before, which may not be much more than getting the leather on yours fixed/replaced. Switching the wheel should be relatively easy and quick for a shop or experienced DIYer to do, although you would need a suitable tool to release the tabs that hold the airbag in place.
