Carpet sticking out of rear quarter panel?

I had my Rover ceramic pro coated yesterday. As i was walking around the car to look at the job they did, I noticed what i thought was some liquid on it. Upon closer look my installer said he thought it was carpet. It certainly feels like carpet, maybe insulation? This is on the right rear quarter panel. Anyone else have this? Adding this to the list of things to get looked at the next time I'm at the dealer. I've had multiple rovers with zero issues and always heard there were build quality issues, this is the first time I've found quality issues though. Guess my luck ran out.
