Car is not starting

Hello folks,
I got a 2003 Range Rover HSE that is not starting. I got a code that says something like" Fuel voltage high". I don't remember exact description. I checked both fuse for the fuel pump, one in the rear right side and the other in the glove compartment and tested OK. I could not find a relay, yet. Is there a relay for the fuel pump and where is it? I checked the Crank Angle Sensor and it is good. I still don’t get any voltage at the fuel pump connection. Does anyone have any idea to guide me in finding this problem? Thanks

I disconnect the battery for a few hours and still the same problem. I think I should restart from the begining and try to trace the wiring from the battery to the pump as well as the ECU. Does anyone have any suggestions for me?
Check to see if the battery is fully charged before doing anything else.
