You have a ABS pump that builds up pressure of 80bar, when the vehicle stands for awhile this pressure bleeds off and is normal.

Without starting the vehicle the pedal will be hard, when you turn on ignition you will hear a whinning noise, this is the ABS pump building up pressure, if you now apply foot pressure the effort to apply the brakes is a lot easier than before.

In a nut shell seems your brakes are doing just fine
