I have a '95 LWB. I purchased it November 2008. Every once in a blue moon the brake pedal gets hard and is nearly impossible to bring the Rover to a stop. It will usually do it once then it will be weeks, sometimes months before it does it again. It usually does it when we first start out for the day, leaving the driveway. However, it has done it a couple times while driving down the road - pretty scary.

It is strange how intermittent it is. We could take a 500 mile trip and it may do it once the whole trip. One time out of all the braking during the 500 miles and thats it. Doesn't make much sense. What could be causing this?

Sounds like the power circuit for the brakes is failing. It has a unassisted circuit for such emergencies. Possibly the pump or the accumulator are at fault. If you read up about brake bleeding the later RRC you should get a bit of an understanding of the system.
