I have a 97 rover HSE w/124k miles. I'm having issues with the a/c. When I initially start the car, it shoots out cold air. The problem is that if the temp outside is 100 deg the indicator inside initially reads the proper temp. As minutes go by, the temp indicator starts to show that the ext temp is dropping and the cold air then becomes cool air. after some research of it's location and removal of the bumper, the sensor is missing. No wires, no bracket, no sensor. what do I do now?????

What is your Vin No.? as vehicles upto Vin. 381431 they were fitted under the Plenum Air Intake Panel below the Windscreen where the Wiper Linkage is.

THere was also an "update" kit to relocate the sensor to the new location as well.

May also be your HVAC panel as well, I swapped one into my RR to test it, and it would read 32F on startup no matter the outside temp, would shift to correct temp slowly over a few minutes.. Sounds almost exact opposite of yours but may be related.
