I noticed a whining pump and have found that brake fluid wasnt making it out of the reservoir, so i cleanedit with 2 cans brake cleaner and 2 cans electric cleaner and then also swished with 1 can brake fluid, it still doesnt seem to be flowing fluid out of the reservoir, is the reservoir by chance an item that is under pressure when on?

The catch screen is most likely clogged. The only way to replace it, is to replace the whole reservoir.
