Could it be the automatic volume control which increases the volume slowly as you increase the speed and wind noise, it saves you the trouble of "turning the volume knob up" to compensate, this could be turned off. I think there is a volume control for when traffic announcements are made by any radio station and the volume for these can be set separate from the main volume of the radio, and if its set to off or low it would appear as if the radio volume has gone off by its self and comes back on when the traffic broadcast has finished. Your radio handbook should be able to tell you how to adjust the separate volume controls.
