Just kidding....did you try pushing and pulling harder? Or lifting up or down on the wheel while you're pulling on the tilt arm?

Maybe unscrewing the plastic trim will let you see the bind up, and you can spray some PB Blaster or something in there.

Make sure you are pulling the handle hard enough, the wife called me ages ago saying the steering wheel wouldnt adjust....she wasn't pulling the handle hard enough!
